ELCCO is a full-service multi-family, commercial & industrial electrical contractor, providing industry-leading electrical installations, telecommunications, solar solutions, and preventative maintenance services. We approach projects with a focus on technical precision, efficiency, and clear communication. 

For 20 years, we have worked with General Contractors, Commercial Facilities, and Solar Developers to improve the efficiency and safety of electrical systems across Hawaii.

Frederic Steineck

President & Founder

As the President and Visionary of ELCCO Electric, Frederic leads with purpose, blending innovation, culture, and stewardship to shape the future of Hawaiʻi’s electrical trade. Since founding ELCCO in 2006, he has transformed the company into one of Maui’s leading electrical contractors.

Frederic focuses on long-term vision and strategic goals by building key relationships in Hawai’i’s construction and energy sectors. He leads growth initiatives to strengthen ELCCO’s capabilities and community impact, collaborating with the leadership team to ensure clear execution of the company’s vision and accountability within the organization.

His commitment to fostering a culture of trust has guided ELCCO through a company-wide transformation, creating a healthier workplace aligned with shared goals. In addition, Frederic has established Maui’s largest merit-based electrical apprenticeship program, dedicated to training and mentoring local apprentices each year.

Frederic lives in Ha‘ikū with his wife and children. A lifelong learner and surfer, he finds balance between leadership, family, and the ocean.

My role is to design the machine that builds people; multiplying leaders, strengthening culture, and proving that excellence and aloha can thrive together in Hawaiʻi’s trades.

Justin Birtch

OPERATIONS MANAGER

Justin has been an integral part of ELCCO since 2014 and serves as Operations Manager. With a focus on efficiency, he is responsible for team growth and talent development, while fostering a strong commitment to company culture and accountability. Justin oversees project execution, manages safety compliance and training, and ensures clients have a top-notch experience. Known for his communication skills, trustworthiness, and fairness, he is a respected leader who keeps things simple.

Justin is a licensed journeyman electrician with 25 years in the electrical trade, including 10 years as a Foreman, 5 years as a Project Manager, and 5 years as a Superintendent. He has versatile experience on projects up to $10M across various sectors, including hospitality, mixed-use, multi-family, education, and more.

Outside of work, Justin enjoys spending time with family and friends, whether enjoying good food & drink, getting out in the water, or hiking around the island.

Beau Martin

CHIEF ELECTRICAL ESTIMATOR

Beau Martin has been with ELCCO since 2016, first serving as an Estimator for two years before ascending to his current leadership role. In addition to leading a team of estimators, Beau is responsible for preparing and reviewing cost estimates to ensure they are accurate and competitive. He also identifies cost-savings and value-engineering opportunities, facilitates completion of LOIs and contracts, oversees contract reviews and Certificate of Occupancy (CO) negotiations, and maintains estimating databases.

Before moving to Maui, Beau lived in North Carolina, where he earned an Associate’s degree in Engineering Design Graphics and honed his skills in engineering and construction.

Alex Arndt

CONTROLLER

Alex has been with ELCCO since 2021, overseeing financial management, reporting & planning, and IT/Information systems. He is responsible for driving corporate profitability & ROE.  He specializes in process improvement and developing information solutions for fragmented reporting environments. 

Previously, Alex spent 8 years as a CPA in public practice, serving professional services and construction industry clients and has 12 years of corporate accounting / financial management experience across manufacturing, commercial fuel, hospitality, and construction. 

Alex holds a Bachelor of Science in Operations Management from North Carolina State University and a Master of Science in Accountancy from the University of North Carolina at Wilmington. Additionally, he is a CFMA member, reflecting his commitment to excellence in financial management within the construction industry.

Outside of work, Alex lives in Kihei with his wife Michelle and enjoys golf and watersports.




ELCCO electricians are proud of their trade and enjoy sharing their hard-earned knowledge. Anytime I ask a question about our work, others are eager to explain it. If I need help troubleshooting an electrical issue or even figuring out a project at my home, everyone is always happy to help me find a solution.

Kate Cloutier

HR DIRECTOR

Kate is the HR Director at ELCCO, having joined the company in late 2020. She is responsible for creating employee-centric programs that align with the company’s values and oversees recruitment, onboarding, training, and professional development. Additionally, she manages ELCCO’s apprenticeship program and employee compensation and benefits. With strong soft skills and business acumen, Kate leads diverse teams to enhance business outcomes. Her professional success is born from continuous improvement and the belief that effective leadership is rooted in empowering others to grow.

Kate brings 20 years of experience in directing human resources, having worked extensively in the Los Angeles area before relocating to Maui. She holds a Bachelor of Science in Business Administration from the University of Redlands, a Professional Human Resources (PHR) designation from HRCI, and a Human Resources Management Certificate from Loyola Marymount University.

In her spare time, Kate values time with her family, cooking, and enjoying the outdoors.

Daniel Souza

SENIOR PROJECT MANAGER

Daniel Souza has been with ELCCO since April 2019, serving as a Senior Project Manager and Integrator. In his role, he leads all office operations and oversees the finance department. His strengths lie in strategy, planning, prioritization, and conflict management, with a primary focus on documenting, improving, and ensuring that ELCCO’s processes are consistently followed by all team members. Daniel is dedicated to mentoring and coaching managers while working to continuously enhance the company’s financial performance. 

He holds a degree in Mechanical Engineering and an MBA with a focus on Maintenance Management. In addition, he is a certified Project Management Professional (PMP) and a Certified Energy Auditor (CEA). Prior to joining ELCCO, Daniel gained nine years of experience in the chemical industry, specializing in leading large turnarounds and reliability projects. 

Outside of work, Daniel enjoys going on adventures with family and friends. While he admits he’s not particularly skilled at it, he loves surfing. Additionally, he has been training in capoeira since the age of six and has mastered handstands.

I have a front-row seat to watch some of the best electricians in action. ELCCO’s dedication to teaching helped me grow from a complete novice to having enough confidence to wire electrical myself.
